In Urban Empire you take control of a mayoral dynasty and lead your city and people through 200 years of history. Establish infrastructures, plan city districts, debate political decisions at the town council, bribe or blackmail your opponents, empower the democratic rights of your people or ignore them and reign supremely by yourself – the decision is yours!

Beginning in the 1820s, establish your city through five different eras, each with its own threats and opportunities. Master the challenges of the centuries, face political struggles, experience world-changing events and pioneering inventions, and create your own unique Urban Empire!

Urban Empire is a ‘City Ruler’, pioneering a new breed of strategy game that combines city builder features with political scheming and adds profound social and historical events into the mix, creating a whole new gameplay experience where players must employ strategic planning and political savvy to successfully grow their cities in their role as Mayor.

City Ruler, not City Builder: Urban Empire offers a unique combination of classic city building and political management gameplay. Take on the role of a mayor, be a political mastermind and prove your skills by prevailing against opposing parties and guiding your city through technological evolutions and ideological revolutions.

Choose from 4 ruling families with 5 characters each, like the equal rights and social justice advocates the Kilgannons, or the Sant’Elias, who focus on scientific progress and the pursuit of knowledge.

Create and manage city districts on a large scale and fulfil your citizens’ needs – such as happiness, safety, and public services.

Introduce new ideas and technologies, like the electric tram, antibiotics or video games and use your power to convince the city council of your political agenda.

Up to 1000 dynamic events represent the twists and turns of urban life: make and influence decisions on issues such as women’s rights, the hippie movement, and child labor.

Urban Empire Review

A unique entry in the strategy genre, Urban Empire incorporates many great ideas into a solid political simulator. Your goal is to hold your esteemed position and grow your influence over severaly generations of your family dynasty. You will be deciding on the direction of the city by dealing with the varying and evolving political parties, forging alliances and making rivals as you progress. The one caveat that must be understood upfront is that in order to enjoy this game you must not go into it believing that it is primarily a city builder, like SimCity, Cities: Skylines, or Tropico. It is first and foremost a political simulator with city building being one of the aspects that you deal with during the course of it.

Progression in the game is quite interesting. Every generation has its own narrative choices to make, some of them affecting the political landscape, some affecting the physical city, and some personally affecting your character and their family. Replayability is enhances as there are several families to choose from which all have their own unique family members, personal stories, strengths, and weakness.

Each era has its own set of political parties that you must deal with. At first, there are few and they are relatively easy to balance. As times goes on these parties split into varying ideologies, new parties form, and old parties die off. Each party has its own set of values and expections for your actions and the choices that you make will impact your relationships with them.

Urban Empire is a game that I have thoroughly enjoyed. It is not a city builder in the classic sense and I believe that’s why so many have reviewed it negatively. It does not resemble what you are expecting if you go into it with that mindset and the game will seem slow-paced and overly challenging. I do not recommend it to those specifically looking for a Cities: Skylines experience.

Summary
Urban Empire's premise of focusing on the political tumult that's usually behind city planning is a good one, and the emphasis on four families allows for some lightweight roleplay in how you guide your city to greatness. Unfortunately, the personal approach tends to stumble as each game more or less plays out like the last, and the constant juggle of votes makes for an experience that's more exasperating than exciting.
